It is essential to identify the relevant chemical restrictions in textiles (and other materials) that are fundamental to the retail and manufacture of consumer products, such as REACH regulation which applies to substances and articles manufactured and sold in the European Union. Organisations within the fashion and textiles supply chain should be aware of an upcoming restriction within REACH.
33x textiles chemicals have been added to Annex XVII of REACH under a major new amendment which will come into force on 1st November 2020. Brands, retailers, and manufacturers of textiles and textile containing product (including clothing) need to be aware of this major change in REACH regulation and ensure that finished articles are compliant with these new changes. REACH Annex XVII requirements apply to any products and materials that are manufactured, retailed, imported and distributed in the European Union (EU).
New Restrictions for Textiles Chemicals under REACH
On 10th October 2018, the EU Commission published Regulation (EU) 2018/1513 amending REACH Annex XVII restricted substances list by restricting certain substances classified as carcinogenic (cancer-causing), mutagenic (capable of causing genetic mutation) or toxic for reproduction category in apparel, footwear, and other textile consumer products. The new entry no. is 72.
What do these new chemical restrictions mean for the textiles industry?
In summary, a new entry has been written into Annex XVII of REACH placing restrictions on several chemicals that are known to be CMR’s. There are 33x chemicals that have been added which includes the following, which may be commonly used within the manufacture of textiles:
The full list of chemicals in Reach Regulation (EU) 2018/1513 can be found on the European Chemicals Agency website.
These additions will have a significant impact on manufacturers, retailers or importers of textile or textile containing products within the EU.
Be prepared. Reduce the risk of hazardous chemicals in your textiles supply chain with Chem-MAP®
b-MAP and m-MAP are programmes within the Chem-MAP® family that support brands, retailers and manufacturers to ensure best practice chemical management within their supply chain. These structured programmes are suitable for textile chemicals and materials, and review the effectiveness of existing processes through chemical management audits.
While b-MAP and m-MAP programmes are focused on preventing harmful chemicals from entering the supply chain at various stages of manufacture, these programmes can also minimise RSL failures in finished product, which otherwise can be a costly burden for businesses such as those in the fashion industry that require a fast turnaround of finished goods.
